When a manuscript to be submitted to a journal
Thousands of styles can be associated with a journal and/or an organization. Most journals are based on widely used citation styles (APA, Vancouver, etc.). When submitting a manuscript, please refer to the authors' guidelines of the journal in question, where the citation style and bibliography formatting are outlined.

The citation style is not specified
If a faculty/department does not specify the style that should be used, it is advisable to choose from the most popular citation styles, e.g. APA (American Psychological Association), Vancouver/NLM.
